Onsdag 4 mai presenterte EU-kommisjonen forslagene til det nye felles europeiske asylsystemet.
The basic principle of migrants applying for asylum in the first country where they arrived remain unchanged but the Commission has designed a new fairness mechanism to a sudden influx of asylum applicants. The aim is to make Dublin System fairer and more robust to futures crisis. This fairness mechanism established a threshold of asylum seekers for every countries, if the number of asylum seekers is above this threshold, all the new applicants will be relocated above the EU. Member States have the option to not participate in this relocation but they will still have to show solidarity and pay 250,000 € for each applicant to the Member States that is relocating them instead.
The other major reform is the reinforcement of the Eurodac system (the EU asylum fingerprint database) by allowing Member States to store and search data on third-country nationals found irregularly staying in Europe.
Finally, the Commission proposes to establish a European Union Agency for Asylum to supervise the application of the EU’s asylum system. The proposals also includes shorter time limits for sending transfer request and carrying out transfer of asylum seekers between Member States, clearer obligations for asylum applicants and stronger guarantees for unaccompanied minors.
This first package is the major step in reforming the Common European Asylum System but it will be followed by legislative proposals on the Asylum Procedures, Qualification Directives and the Reception Conditions Directives in order to ensure a complete reform of all parts of the EU asylum system.
